The Meeting order Mr Clark also to erect, a timber shed, at the head of the dock, to join Mr J. M. McKechnays, for the purpose of lodging therein the fire engine with a slate roof. Adjourn to 28th instant.

The meeting appoint Messrs Knox, Barr and Aiken a Committee to oversee and direct the erecting of the shed for the engine.

John Anderson & Son who have hitherto had the appointment of talking care of, keeping in order, and conducting the fire engines, having signified by letter their declining that charge, the meeting devolves this duty over in the meantime, upon Mr. Frazer whose desires to apply to Mr Anderson for and take custody of the key where the engines are lodged.

Copy Report of Committee on Fire Engines 29 October 1831

 

Messrs J Anderson Jnr, Robert Laird and Robert Gillespie having met, this day, as a Committee of the Trustees of the Town, for the purpose of inspecting the Fire Engines, and report thereon, proceeded to the Engine house with D Ritchie, under whose care the Engines has been for these same years. Finds the two large engines No.1 and No.2 there, and in good order. They afterwards proceeded to Mr Ritchie's shop where they found the small engine, also in good repair, having been there to be cleaned and put in order. They found also eight lengths or pieces of hose, exclusive of that belonging to the small engine, the whole of which had been brought there to undergo an operation with oil, in order to keep them soft and pliable. Four of these hoses having no Screws attached to them, never have been used nor can be of any service until they are so furnished. They were made some years ago, but the then Town Treasurer having no authority to order or to fix on the kind of Screws or Joints, and it being a matter of consequence what plan to adopt, he did not chose to take it upon himself to determine. The Screws or Joints, or fastenings, at the head of the two large engines being different, as also those of their respective hoses, causes great detention in getting these engines ready for work, makes it desirable and necessary to have them all of the same form and thread. The committee will take the earliest opportunity of ascertaining the best form for these Screws and Report accordingly.

The Council considering that the Fire Engines were in an efficient condition at present with the exception of the hose which is in a very bad and insufficient state, the Council instruct the Treasurer to enquire whether the new substance now in use by the Gourock Ropework Company to their Fire Engine is of preferable quality and cheaper than the hose hitherto used, and if so they authorise him to procure a sufficient quantity for the two engines as early as possible. And the Committee further instruct the Clerk to make another application to the Agents of the several fire offices here to endeavour to get them to contribute a small sum towards the expense of the above hose.

Town Council of Port Glasgow nominated Local Authority for whole Parish. Approved 24/12/1857.

The Meeting considering that the Dry Dock is presently useless, they agree to reduce John McLaggans' Salary for the current year from £5 to £2. They also agree to discontinue his Salary of £2 for Superintending the Fire Engines, and remit to the two Bailies to make an arrangement with some practical person for their superintendence.

The Bailies reported that they had appointed Mr McCammond to take charge of the Fire Engines in the place of John McLaggan, at the same salary.

20/1/1862

A Letter from Mr Gray, Town Clerk of Greenock relative to the Greenock Fire Engines assisting at fires at Port Glasgow was laid before the Meeting and appointed to lie on the Table, and in the meantime the clerk was instructed to communicate the same to the Agents of the different Insurance Companies in Port Glasgow and to report.

On the 10th January the Town Steeple and Town Buildings were struck by Lightning and much damage was done. A claim was made on the Sun Fire Office Port Glasgow. £597 15s 11d.

4/9/1866

The meeting instruct Mr Gate to procure such Fire Plugs and Castings as are required and to place them in such positions as are necessary.

A Report on the state of the Fire Engines was read when the Meeting instruct the Water Committee to get the Old Engines repaired as per Mr Hunter's report at the cost of say £30 and to provide a suitable quantity of hose.

The Council next had under consideration the minute of the meeting of the Water Committee held on 3rd inst. recommending the appointment of Mr William Lambie as Firemaster. Bailie Crighton moved the adoption of the recommendation which was seconded by the Provost. Bailie Fyfe moved as an amendment that the appointment be delayed in the meantime and that one of the present staff be asked to take charge until the appointment is made, which was seconded by Councillor Houston. The votes having been taken four for the motion and four for the amendment, the Provost gave his casting vote for the motion which was declared carried and the Council resolved accordingly.

Law and Finance Committee

The Treasurer reported that a Fire had occurred on Saturday last in a portion of the Bay Warehouses, tenanted by Daniel Quinn, and that he had made a claim on the Alliance Assurance Company for payment of the amount insured, being Twenty pounds.

A report was also read from Mr James Lambie, Firemaster, in regard to this fire, stating that the cost of the services of the Brigade and assistance at the fire was £4 10s 6d, and reporting that very unfortunately a man named Patrick Duffy was burned to death, he having been lying asleep in the back premises, and that in the excitement he had been forgotten by Mrs Quinn until it was later, and that by the time the Brigade arrived the fire was through the roof. Mr Chalmers was instructed to get the details of the charge of £4 10s 6d and submit them to next meeting of Committee.

Report by the Sub-Committee as to the Fire Brigade Service in Port Glasgow

 

The Members of the Sub-Committee, Bailie Leitch and Councillor Houston, visited the Fire Stations at Paisley and Greenock, and made an inspection of the appliances in use there.

Negotiations were also opened up with the Greenock Police Board on the question of arranging for the services of the Greenock Fire Brigade at fires in Port Glasgow, and the Committee had an interview with a Sub-Committee of the Greenock Police Board on the subject and the terms for such a service. After discussion it was stated that the Greenock Police Board could not station any of their appliances at Port Glasgow, but they would favourably consider an offer for the services of their Brigade on the following terms:- (1) That the Commissioners should pay the usual charges for the attendance of the Brigade at fires, with an addition of fifty per cent; and (2) that the Commissioners will free the Greenock Police Board of all claims under the Workman's Compensation Act or otherwise for any accident that may happen to the Members of the Brigade while away from their Station attending a fire in Port-Glasgow.

The Brigade when called to a fire in Port Glasgow will consist of the Superintendent, seven men, and a driver. The Superintendent states that they can be in attendance within fifteen minutes from the call. It is estimated that a fire in Greenock of one hour's duration will cost £3, so that with the addition of fifty per cent. the charge to the Commissioners will be £4 10s. for one hour.

In regard to freeing the Greenock Police Board of claims for accidents to the Brigade enquiries have been made at several Insurance Companies for a rate for covering such a risk. The Norwich and London Accident Insurance Association are prepared to take such a risk at 14s per cent. It is estimated that the wages paid for the nine members of the Brigade will amount to £400, so that at the above rate the annual cost of insuring against such claims will be £2 16s.

 

To equip the Local Brigade the Committee consider the following apparatus is required :-

It is estimated that the annual cost of keeping up the local Brigade will be as follows :-

There were seven fires last year, and taking this number it will make an average cost of £9 12s per fire.

To enter into the proposed arrangement with the Greenock Police Board it is estimated the cost will be as follows :-Taking seven as the number of fires, and say each fire is of two hours' duration, this at £4 10 per hour

During the past three years there have been nineteen fires, and the amount of wages paid was £145, or an average cost of £7 12s per fire.

The Sub-Committee have therefore to make the following recommendations :-

(1)           The present arrangements with the members of the local Fire Brigade should be discontinued.

(2)           An offer should be made to the Greenock Police Board for the services of their Brigade at all fires in the Burgh on the terms suggested by them, but with this exception, that they should be asked to accept a Policy with an Insurance Company covering wages to the extent of £400, the premium being paid by the Commissioners.

The Sub-Committee take this opportunity of acknowledging the kind hospitality which was extended to them by the Town Council of Paisley when they visited the Fire Brigade Station there.

A Report by the Firemaster on a fire (chimney fire) which occurred at the Post Office Buildings on 20th ulto. was read, the expenses of extinguishing being 7s 6d, which the Treasurer stated had been paid by the Postmaster.

The Committee again had under consideration the report by the Sub-Committee on the services of the Fire Brigade, when they approved of the recommendation that an offer should be made to the Greenock Police Board for the services of their Brigade at fires in Port Glasgow on the following terms:- (1) That the Commissioners will pay the usual charges for the attendance of the Brigade at fires, with an addition of 50 per cent.; (2) That the Police Board be asked to accept a Policy with an Insurance Company against all claims for accidents that may happen to members of the Brigade while away from their station attending a fire in Port Glasgow, this policy to cover wages to the extent of £400, which is the estimated annual wages paid for nine members of their Brigade and the premium being paid by the Commissioners; and (3) That the call for the Brigade be made from the Police Office. Bailie Niven dissented from this arrangement. It was further agreed that it be remitted back to the Sub-Committee to report as to forming a local Brigade from the officials and as to the apparatus which they would suggest should be provided.

The Committee next had under consideration the offers for the Fire Brigade Apparatus, and it was agreed to recommend the Commissioners to accept the following :-

1. David M'Geoch & Son, Paisley, for a one horse hose and implement cart, suitable for carrying 1,500 feet of canvas hose, filled with tool boxes, four ladders and lamps, and seated for three firemen and driver; the cart to be constructed with oak frames, birch and mahogany panels, and lancewood shafts at a cost of £30.

2. M'Gregor & Co., Dundee, for 8 50 feet lengths, and 4 100 feet lengths of Rob Roy brand extra quality 2 1/2" hose, burnettized and fitted with couplings, £34 7s 4d.

Two spreading nozzles and branch pipe, one stand pipe, 18 coupling keys, pair of hand lamps, 9 waistbelts, and two helmets, £13 19s.

3. James Lang, Joiner, and A. Paton, Painter, for repairing and painting hand barrow, £2 9s 6d.

4. J. Purdon & Sons, Tailors, for nine Blue Pilot Cloth Jackets, lined with waterproof tweed, similar to those at present worm by the Brigade, @ 30s, £13 10s.

The total cost of equipping the Brigade as above being £94 5s 10d.

It was also agreed that the hose cart should be built under Councillor Houston's superintendence.

The Treasurer reported that he had forwarded to the Insurance Company with which the Commissioners are insured against claims by the members of the Fire Brigade for accident, the particulars of the accident to Mr Joseph Lambie, and that the Company had replied that as the particular occupation in which Mr Lambie was engaged is not brought within the scope of the Workman's Compensation Act, there is no liability on the part of the Commissioners to make him any payment. It was agreed to ask the Law and Finance Committee to take into consideration the question of insuring the members of the Fire Brigade, so as to give them some compensation in the event of injury.

A letter was read from the Town Clerk, Greenock, enquiring if the Town Council have come to a decision on the subject of terms on which the services of the Greenock Fire Brigade would be available for extinguishing fires in Port Glasgow, or if the negotiations may now be considered to be at an end. The Town Clerk was instructed to reply that the Committee consider the terms proposed by the Greenock Police Board to be too onerous, and that the Commissioners are equipping the local Brigade.

The Committee had under consideration the question of insuring the members of the Fire Brigade, in order that they may have some compensation in the event of an accident occurring to them while attending a fire. The Treasurer submitted proposals from two Insurance Companies, and, after consideration, it was agreed to take out a Policy, with the Manchester Assurance Company, which will cover the members of the Brigade against all risk of accident while at a fire, or drill, or proceeding to or from a fire, or drill, at an annual premium of 9s 6d per man. By Bailie Houston, "I hereby give notice that at next Monthly Meeting I will also move that the Council resolve to provide Stables for the Cleansing Department, Sheds for the Fever Van and Fire Brigade Wagon and apparatus, a mortuary and a room for post mortem examinations, all on the same site as the Destructor buildings, and that it be remitted to a Sub-Committee to report on the buildings proposed to be provided.

Bailie Houston, in terms of notice of motion also given at said Meeting, (last Monthly Meeting) moved that the Council resolve to provide Stables for the Cleansing Department, Sheds for the Fever Van and Fire Brigade Wagon and apparatus, a mortuary and a room for post mortem examinations, all on the same site as the Destructor buildings, and that it be remitted to a Sub-Committee to report on the buildings proposed to be provided. After some discussion he agreed to allow consideration of the motion to be continued for three months, and the Council resolved accordingly.

The Town Clerk was instructed to call the attention of the Company to the complaint made by the Firemaster as to the condition of the Fireplug in their yard.

A letter dated 16th ulto. was read from the Town Clerk, Greenock, conveying the thanks of the Greenock Corporation to the Port Glasgow Fire Brigade, for turning out on 12th ulto., to assist the Greenock Brigade in their efforts to cope with the terrible fire at the Ardgowan Distillery and other places.

Monthly Meeting

Bailie Houston then in terms of the notice of motion given by him at the Meeting of Council held on 20th January last, and as amended at this Meeting,, moved that the Council remit to a Sub-Committee the question of providing Stables for the Cleansing Department, Sheds for the Fever Van and Fire Brigade Wagon and apparatus, a mortuary and a room for post mortem examinations, all on the same site as the Destructor buildings, and to report. The motion was seconded by Bailie Buchanan. Councillor Campbell moved as an amendment the previous question which was seconded by Bailie Jamieson. The votes having been taken, the Provost, Bailie Buchanan, and Bailie Houston voted for the motion, and Bailie Jamieson, Councillor Fyfe, Councillor Campbell, Councillor Kerr, and Councillor Hamilton voted for the amendment. There being a majority of votes for the amendment, it was declared carried.
